On the 13th of December LIKTA (Latvian Information and Communication Technology Association) organized the Digital Competences Development System (DCDS) project seminar and expert discussion in Riga. Event participants had the opportunity to learn about the research carried out within the project, the developed training methodology and e-learning environment, the results of the pilot training, as well as the developed DCDS recommendations for policy makers.

The seminar was attended by more than 40 participants from the Ministry of Environmental Protection and Regional Development, State Employment Agency, Culture Information Systems Centre, Microsoft Latvia and representatives of educational institutions, libraries and adult learning centers from all over Latvia – Adazi, Aluksne, Balozi, Daugavpils, Jekabpils, Jelgava, Jurmala, Liepaja, Limbazi, Ogre, Olaine, Pampali, Preili, Riga, Smiltene, Stopini, Valmiera and Ventspils.

The Digital Competence Development System (DCDS) is a modular digital skills assessment and training system aligned to the Digital Competence Framework for Citizens (DigComp 2.1) designed to supports adult citizens by providing them with a means of developing the key basic digital and transversal competences needed for employment, personal development, social inclusion and active citizenship.

DCDS was successfully piloted in five countries (Greece, Italy, Latvia, Romania and Spain) through intensive use by nearly 200 individuals. Evaluation of the pilots demonstrated that the system provides a practical means to the users to develop basic digital competences, increase self-confidence in using digital devices and services, and enhance employability potential and social inclusion.

“I am very pleased about the opportunity to participate in the DCDS project pilot training. After completing the training, I have an idea of how digitalization can be useful in everyday life. I can now do much better work with different programs, I know how to search for information on the Internet, and even to shop online is not a problem anymore. After attending classes, I feel more confident working with the computer”.  Pilot training participant Henrihs Štrauss.

DCDS supports non-formal adult training providers, policy makers and other stakeholders in the assessment, development and validation of basic digital and transversal competences of adults in Europe.
